Important — Current Framework
CLCSS Has Evolved
The original Credit Linked Capital Subsidy Scheme (CLCSS) has undergone changes and was subsequently operated under the Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) framework.
The Ministry of MSME currently presents the broader programme under the MSME Champions Scheme (erstwhile CLCS-TUS).
Therefore, the old CLCSS content should not be presented using outdated MSME investment limits or as a standalone current scheme.
Overview
What is the Credit Linked Capital Subsidy Scheme?
The Credit Linked Capital Subsidy Scheme (CLCSS) was introduced by the Ministry of Micro, Small and Medium Enterprises to support technology upgradation and modernization of Micro and Small Enterprises.
Under the technology-upgradation framework, eligible MSEs can receive capital subsidy support linked to institutional credit used for acquiring eligible new plant, machinery and equipment and adopting approved or improved technologies.
The objective is to help eligible enterprises improve productivity, product quality, operational efficiency, competitiveness and, where applicable, environmental and workplace conditions.
Objectives
What Does the Technology-Upgradation Framework Aim to Achieve?
Technology Upgradation
Promote adoption of modern, established and improved technologies among eligible Micro and Small Enterprises.
Higher Productivity
Help enterprises improve manufacturing efficiency and operational productivity.
Better Product Quality
Support improvements in product quality and manufacturing standards.
Competitiveness
Help eligible enterprises strengthen their ability to compete in domestic and wider markets.
Technology Investment
Facilitate technology-related investment through institutional finance.
Modernisation
Support eligible enterprises in upgrading plant, machinery and production capabilities.
Sustainable Growth
Encourage technological development and sustainable growth within the MSME sector.
Operational Improvement
Improve operational efficiency and, where applicable, environmental and workplace conditions.
Eligibility
Who Can Benefit?
Under the Credit Linked Capital Subsidy component, the primary beneficiaries are eligible Micro and Small Enterprises that obtain institutional credit for purchasing eligible new plant and machinery for technology upgradation.
Eligible MSE
The enterprise must satisfy the applicable definition and registration requirements for a Micro or Small Enterprise.
Institutional Credit
Institutional finance or a term loan must be obtained from an eligible lending institution.
New Plant & Machinery
The investment must relate to eligible new plant, machinery, equipment or approved technology.
Approved Technology
The machinery or technology must satisfy the applicable scheme guidelines.
Second-Hand Machinery
Used or second-hand machinery is generally not eligible under the regular technology-upgradation provisions.
Special Categories
Special provisions may apply to SC/ST entrepreneurs, women entrepreneurs and enterprises in specified regions or districts.
Capital Subsidy
Credit Linked Capital Subsidy
Under the revised Credit Linked Capital Subsidy component of CLCS-TUS, eligible MSEs could receive capital subsidy linked to eligible institutional credit used for technology upgradation.

Important — Outdated Information
Do Not Use the Old CLCSS MSME Investment Limits
Older CLCSS information sometimes refers to investment limits such as ₹25 lakh for Micro Enterprises and ₹5 crore for Small Enterprises.
These historical classifications should not be used for current MSME eligibility.
Current MSME eligibility and classification are governed by the applicable Government of India MSME definition. Businesses should verify their current classification and registration status through the official MSME/Udyam framework.
Application Process
How to Apply for Technology-Linked Capital Subsidy
The application process has generally been connected with the lending institution rather than requiring a direct individual application to the Ministry.
Approach an Eligible Lender
Approach an eligible bank or financial institution for a term loan to finance technology upgradation.
Identify Eligible Technology
Check whether the proposed machinery, equipment or technology qualifies under the applicable guidelines.
Submit Documents
Provide the required loan, business, financial and project-related documents to the lending institution.
Credit Assessment
The Primary Lending Institution examines the loan proposal and assesses the enterprise.
Subsidy Claim Processing
Where eligible, the subsidy claim is processed through the applicable online system and nodal agency framework.
Subsidy Release
Subject to approval, eligibility, documentation and availability of government funds, the subsidy is released through the prescribed mechanism.
Important: Applicants should contact their lending bank or the relevant MSME authority for the latest application procedure and current availability.
Documentation
Documents Generally Required
Exact documentation requirements may vary depending on the enterprise, lending institution and applicable scheme guidelines.
The bank, nodal agency or Ministry may request additional documentation depending on the proposal.
How It Works
Understanding the Credit-Linked Structure
01
Technology Investment
The eligible MSE identifies qualifying new plant, machinery, equipment or technology.
02
Institutional Credit
The enterprise obtains eligible institutional finance through a participating lending institution.
03
Subsidy Processing
Where eligible, the capital subsidy claim is processed through the prescribed mechanism.
Remember: The subsidy is credit-linked. Loan approval alone does not automatically guarantee subsidy approval.
Before Applying
Important Points to Consider
- Check Current Scheme Status: The original CLCSS has evolved and technology and competitiveness support is now presented within the broader MSME Champions framework.
- Verify Eligibility: Confirm that your enterprise qualifies as an eligible Micro or Small Enterprise.
- Use Eligible Machinery: Ensure that the proposed plant, machinery or technology satisfies the applicable scheme requirements.
- Obtain Institutional Finance: The subsidy is credit-linked and generally connected to financing through an eligible lending institution.
- Review Loan Terms: Understand interest rates, repayment periods, collateral requirements and other charges associated with the loan.
- Do Not Assume Automatic Subsidy: Approval of the underlying loan does not automatically guarantee approval of the capital subsidy.
- Check Current Guidelines: Eligible technologies, application procedures, funding availability and other scheme rules may change.
- Verify Current MSME Classification: Do not rely on old CLCSS investment limits. Check the current MSME/Udyam classification framework.
Current Position
Where Does CLCSS Stand Today?

Where to Check the Latest Scheme Details?
Ministry of MSME
Businesses interested in technology, quality, Lean practices, innovation, incubation, design or digital transformation should review the latest components and guidelines available under the current MSME framework.
Verify before applying: Scheme status, eligible technologies, subsidy availability, funding limits, application procedures and other conditions may change.
Conclusion
Making an Informed Technology-Upgradation Decision
The Credit Linked Capital Subsidy framework was designed to help eligible Micro and Small Enterprises modernise their operations and adopt improved technologies through institutional credit.
Because the original CLCSS has evolved into the broader CLCS-TUS / MSME Champions framework, businesses should avoid relying on historical scheme descriptions or outdated MSME investment limits.
Before investing in technology or applying for credit-linked subsidy support, verify your current MSME classification, eligible technology, lender requirements, subsidy availability and the latest Ministry of MSME guidelines.
